Fall Prevention Block Removal (glass block on join)

1. A one-sentence summary of bug: when rejoining survival server the glass block placed underneath of you can be replaced, then the new block despawns

2. Priority to fix? {High, Medium, Low} Low

3. Which server? Tested and repeated on cypress

4. Steps to Reproduce:
- stand on edge of a block or other situation where a glass block will be put under you when you rejoin, then leave the server
-upon return break the glass block the server placed
- then place another block of any type in that space

5. Expected Outcome: the glass block is replaced with new block

6. Actual Outcome: the new block is removed as if it were the temporary glass block

7. Proposed Fix (Optional): check for block changes before removing

8. Notes (Optional): Anything else we should keep in mind in relation to this issue?

9. Screenshots (Preferred): Do you have screenshots of the problem, proof or reference?

this can be seen on maple as well, tested it twice
