Modification to Wildercoins/tools/forge

With the new wildercoins, players can (for the first time) gaurantee an item they want, although it may take a long time to save up for it. Getting the max version of something is nice, but it would also be cool if you could upgrade non-maxed items slowly. To do this, there's a series of changes that could take place to create a nice flow.
1) Change how the wildercoin shop works a little: Offer a cheaper version of an item, but it does not come with max stats. The maxed version can still be available. IE: 16 coins for a non-maxed WilderWings. 
2) Change the Wilderforge to use 1 Wilder Item and 1 Wilder Ore. Wilder Ore can be purchased for 1 Wilder Item and 3 Diamond blocks from an NPC, or for a number of Wilder Coins. 
3) Change how the Wilderforge rerolls items. Instead of giving a random item, it will always give the same item, but with better stats. Since this will use a Wilder Ore instead of another Wilder Item, it also ensures players can't get confused with which thing will be upgraded. 

Why is this Wilder:
It does a few things. It reduces the cost to get an item if you don't mind it NOT being maxed. It offers a way to upgrade items, and it removes what a lot of players consider the frustrating part of the forge, which is the randomness of the resulting item. It gives a way for players who are consistent to make consistent progress, even if it may be slower.

Difficulty to Implement:
3-4 
most of the script is already in place, it would primarily be tweaking a bunch of stuff. Balancing stuff may take some discussion, but the general concepts are generally in place.
