ALLOW HELPERS TO BAN/kick/jail PLAYERS

a hacked client massivly hacked the server and no mods were online for about 30 minutes, to ensure this doesnt happen allow helpers to ban players or kick players or jail

There's a lot of power that comes with that, which is not something we typically give to helpers considering many of them will be brand new to staff. I acn agree with giving them jail/freeze type permissions, but not necessarily kick/ban.
