i feel, although this item does not have any survival boosing benefits, but i feel like adding a player head (of the skin your player has) into either the Donation section or even the voting items pool, i feel this might even give just that even more slight motivation to vote just that more often if they dont already! So i feel like adding this item to the list of items could get that more kick to just even vote frequently.

The difficulty i'd lable this is potentially a 5-6 as it could be some extra coding, and i feel like putting more pressure could be stressful.

P.S. a small note just to make it fair for all, maybe a 1-5% chance of this actually being obtained so it isnt OP

This is already a thing. If you check the donation shop, you can buy player heads for 5 USD.
