issue with reboots

Summary: when being sent to the lobby for a reboot, the server kicked me (and several other players). when I rejoined, the server attempted to summon me back to cypress about every 2 seconds, with it failing due to not enough time having passed since last summon. once i was sent back to cypress, I was sent to the lobby again, then back to cypress, with each summon failing around 3 times before finally working

Priority and Severity: A

Server: Redwood, Cypress, Lobby

Steps to Reproduce:
1. wait until an hourly reboot, it should happen automatically to at least a few players

Expected Outcome:
Being sent to lobby once successfully, and then sent back 1 minute later after the reboot

Actual Outcome:
was sent back and forth between cypress and lobby several times
