Description : Allowing certain ranks to do special colors in signs (But not in chat since that is to spammy).
Trade offs : It would allow players put multiple colors on signs and possible convince them to want to rank up. There arn't really any trade offs in terms of gameplay.
How hard is it to implement : 3/10 since you have to install the plugin for sign text (If you wanted to use an existing one) and allow it in permissions.

Do you mean like for every sentence another color?
