'<< Player left.' messages appear twice in chat

1. A one-sentence summary of bug: when a player leaves the server, their leave message appears twice.

2. Priority to fix? {Medium}

3. Which server? {Spawn, Redwood, Cypress, Maple, Willow, Expanse, DungeonRun, Rush, Creative}
this happens on every server

4. Steps to Reproduce: Please list the step-by-step methods to reproduce the issue
1. log into the server
2. wait for somebody to log out

5. Expected Outcome: What did you expect to happen?
'>> Player left.' message appears only 1 time

6. Actual Outcome: What happened instead?
the message shows up 2 times
