Title: Non elder+ can claim in the nether

Summary: so jj_gamer was talking in chat about how he claimed a portion of the nether which is strange cause he is mythic rank

Priority and Severity: B

Server: Wildercraft

Expected Outcome: Only elders+ should be able to claim in the nether

Actual Outcome: Mythic+ (as far as i know, though i guess it just depends on claim blocks) can claim in the nether
