To limit the wither spawning sound to be localised to the spawn location rather than playing the sound globally. When players are spamming withers in order to sell beacons this noise can be a grave irritation to other players simply trying to play the game. I believe there is a setting within paper for this.

There is a setting for it and it should be enabled 
we can double check it, and we can reduce the radius as well if it is still too loudÂ

This problem is still unsolved in expanse. tried to spawn 3000 withers the other day and it's still heard in the whole nether.
I remember last season it was already fixed. maybe just need to update some plugins
