Allow /vote in the Expanse

I would love to be able to /vote in the Expanse even if I don't get rewards(hoping to hit Ancient at some point), as I haven't been voting lately as I would have to switch servers. The only real ask is to add the voting links on the Expanse so I can easily click them and maybe add a caveat that you don't get vote rewards and if you do want them go to another server.
